　　4.4.The inner intensive mechanism of the medical institutions
　　The inner intensive mechanism of the medical institutions can work directly on those frontline people who provide medical service. The inner intensive should focuses on the salary system as well as the personnel system. On one hand, we should construct a probable salary system for medical service providers. The ideal salary system should get two points.
　　One is to ensure that the salary can reflect the amount and quality of staff's work. The other is to minimum the requirement of induced. On the other hand, we should set up a flexible personnel system. The public medical institution in villages still cannot break up the old personnel system that is set up in the period of planned economy. The most serious part lies on the mechanism of managing people. This directly causes the low-level management. As an operating entity, the medical institutions need a lot of talented people who do well in both management and professional medicine. Only with them can this medical institution in villages can operate in a high-efficient way.
　　
　　5.Conclusion
　　As we know, the three big problems about “agriculture” are the priority of the national economy that they affect the basis of the society. The medical service in villages is one of the necessary parts in this problem. Accepting basic medical service is one of the most basic rights of citizens. With a probable intensive mechanism, we can improve the quality of our current situation about medical service in villages greatly and at a low cost.
