近年来社区社会组织在我国一些城市呈现出蓬勃发展的态势，其在提供公共服务与参与社区治理中的作用也逐渐显现；但也应该注意到从全国社区社会组织的总体状况来看，还存在着规模比较小、发展不平衡、规范化不够，自身能力不高、活动开展不太正常、管理不规范等问题，影响了其参与社会建设作用的充分发挥。为此本研究根据我国社区社会组织发展的制度环境与现实状况，结合青岛的发展经验，对我国社区社会组织参与社会建设的模式及其制度保障进行了系统分析与提炼，以期更好地发挥社区社会组织在社会建设中的功能，构建起一种政府行政调控机制与社区自治机制相结合、政府行政功能与社区自治功能互补、政府力量与社区力量良性互动的社区组织治理网络。

Abstract:
The community construction in the western countries has proved that the government, enterprise and NGO are the ternary subject. To give full play to the function of the community-based social organizations, it is necessary to build the institutionalization pattern that they participate in the social construction. To according to the basic condition and the institutional environment of the community-based social organizations , The paper has put forward innovatively the pattern namely “governmental lead, project drive network linkage and integration develop”. Furthermore the paper has advanced the six items of safeguards system, they are the registration system, support mechanism, volunteer participation, social worker building, evaluating mechanism and regulatory mechanism.
