  Abstract:
  The Conformity and Sharing Management of Information Resource is one of the difficult problems in present E-government construction. This paper applies Dee Hock’s Chaordic Organization idea and method to make up a kind of resource sharing information management model for the sake of providing a practice way to the conformity and sharing of E-government information resource. By means of analyzing the principle of Chaordic Organization and the cooperated relation among the Chaordic Organization members we have constructed the management model for its information connect and resource share. This common model is applied for the system design in the E-government information resource conformity and sharing, and further we create a common information resource conformity and sharing’s management model with which we have also constructed the system frame and analyzed the problems of information resource conformity and sharing for example as the administration examine and approve system at government department and the management system for social trustworthiness. So by linking theory with practice this paper has established a kind of soft system frame model and technology method for E-government information resource conformity and sharing management with the feature of Chaordic Organization.

  0 引言
  目前中国电子政务的建设正面临着职能转变、公共服务、资源整合以及协调机制等四大命题,信息资源的整合与共享与这四大命题均相关。职能转变和公共服务都需要整合政府部门的管理规章和规定的信息资源,以统一的行政行为规范,面向社会公众提供信息服务;而资源整合与协调机制也是为了整合与协调不同政府部门的行政管理资源和业务管理资源,形成一个资源共享的机制对社会公众服务。因此,有必要对信息资源整合与共享的管理方法和实现途径进行探讨和研究,建立具有示范作用和通用价值的信息资源的整合与共享的管理模型。
  本文作者在多年从事综合性的电子政务系统的规划与设计中,感到最关键的问题是解决在多线条、多系统、多资源、多规章的政府部门管理的系统分析中信息资源整合与共享逻辑的梳理与设计,一直试图构建一种通用模型。在参阅与研究了大量有关资料和文献[1-20]之后,迪伊·霍克(Dee Hock)的《混序:VISA与组织的未来形态》提出了另外一种组织形式——混序组织,可以用于构建这类复杂型的电子政务应用系统的信息资源的整合与共享的管理模型。本文对混序组织的原理、特征和案例进行了深入的分析和研究,找出了混序组织的本质特征,构建了混序组织的信息管理模型[23],为复杂型电子政务系统的信息资源整合与共享管理创建了一种过程方法和系统模型。
  1 混序组织的管理理念和基本特征
  1.1 混序组织的管理理念
  “混序组织”是VISA国际的创始人迪伊·霍克(Dee Hock)根据其组织和运作VISA国际的经验提出的,他的主要理念是:依据主从关系构建的大金字塔式的组织架构将由半独立而平等的个体联合组成的组织架构所替代。正如现在VISA、万事达等从事信用卡业务的公司都能在VISA国际的框架内既不受约束地自由竞争,又可以彼此关联,了解其他成员的需求,并在需要时作为整体不可分割地部分彼此合作。VISA国际的成功充分体现了现代混序组织自我组织、自我管理的特点。
  混序组织是一个复杂的自适应系统,它可以自我组织、自我管理,有自适应调节功能;具有混沌和有序两种看似相反的特性;它可以是一个个体,也可以是一个混沌有序的复合体;其整体不是部分之和,整体中包括了以演化为基本原则的个体成长[23]。混序组织的这种管理理念打破了传统组织管理的局限。混序组织可以没有人,但却可以包含一系列的具有自我组织、自我管理和自适应功能的调节规则和自动控制的软件模块[23]。具体说,它可以是一个网络系统,一个软件系统,一个管理体系,还可以是一个混序联盟的组织,比如欧盟、北约、联合国、金砖国家组织等都是具有混序组织管理理念的联盟组织。 (责任编辑:南粤论文中心)转贴于南粤论文中心: http://www.nylw.net(南粤论文中心__代写代发论文_毕业论文带写_广州职称论文代发_广州论文网)
