　　Abstract: " For whom does journalism serve, by whom is journalism run" is one of the eternal practical propositions in the world's journalism history. From the perspective of journalistic value orientation, there are only two paths which are in response to this proposition: "newspaper by the elites" or "newspaper by the masses" . "Newspaper by the masses" "is not merely something compensatory for "newspaper the elites" that cannot meet the historical needs, it is also a concrete manifestation of the historical materialism of Marx’s ideology in the development process of modern history.?
